actually u don't need any of the hidden aeons to get the flower sceptre, u only need to defeat bahamut for the flower sceptre, so u can actually have the magus sisters before you fight the boss after seymour, the one that yunalesca sends at you. however, belgemines aeons are very difficult at this point so u mite be ther a while
