Tsunami Bomb is a good band.
The Dresden Dolls for me.They're my favourite band in general. I like them underrated though, because as lame as this sounds, it makes me sad when a band that I like such as Panic! At The Disco suddenly get insane MTV play and recognition and everyone is like "OMGIGAWD LYING IS THE MOST FUN A GIRL CAN HAVE WITHOUT TAKING OFF HER CLOTHES!1111 THAT'S FROM A MOVIE CALLED CLOSER. OMIGAWWWWD!1" And no, I'm not the shallow type that stops listening to the band, I still love Panic, it just bugs me.
"Harder, Better, Faster, Stronger" all the way.

I'll say The Verve Pipe, but I don't know if they're underrated or not. Probably more just faded into obscurity after the popularity of 90s alternative rock died out.
