The nations with the most liberal attitutes to sex have the lowest rates of teenage pregnancy. The US is way uptight, and has a whole lot. Great Britain and Canada are less uptight but still make a fuss, and have a moderate amount. Sweden and France are pretty open about it, and have very low rates of teenage pregnancy.
Actually in the part of London I'm in I'm 19 and still not a mother, this is considered a miracle. I know at least 7 teenage mums who live round here and that's just off the top of my head. I think the UK is still pretty up tight about sex, in schools they try desperately to make you not have sex in schools, talk about contraception, and don't tell you what to do when that contraception doesn't work.

Anyway, bit more on topic, I think it's a good idea to move the age of concent up to 16, you're more mature and more emotionally prepared for it.
