Is there any software that someone is familiar with that can burn just parts of a dvd. Say like a 30 sec clip. I am trying to find something but dont even know what it would be called.

Too big. The height limit is 250 pixels including images as well as text.
DVD Decrypter allows you to selectively decrypt certain chapters from a DVD. After decrypting, you could probably use something like Virtual Dub to cut the clip down to the exact segment you want.
