Actually, yes. The boot is much better. Too bad it wasn't a very common power-up. o.o
On top of being able to stomp on spinies and run around on those unkillable plants, it also retained any existing power-ups you had going into it. So you could rule the town hopping around in your little shoe and simultaneously throw fireballs or hammers just to add insult to your enemies' injury.
Personally I found Caped Mario a lot more cooler looking and useful than Tanooki Mario. Excluding the Cape I admit that Tanooki Mario is the most useful.

I never liked Hammer Mario. Couldn't use him correctly. Of course, I've used an axe in Castlevania since then, so maybe... hmm... >_> So I say this:

The Super Leaf and Tanooki Suit allow him to fly in the first place, plus bat things with his tail and use it to slow his descent while falling. The Tanooki Suit also has the aforementioned added benefits. It's the P-Wing that lets him fly indefinitely for an entire level.
Fun Fact: In the old Mario comic published by Valiant, "Tanooki" is explained as being the name of the tailor who originated the suit, since they probably didn't want to explain to little American kids what tanuki actually were.

I think it was possible to be a Tanooki P-Wing if you used the P first and Tanooki second. Why I think I know this or why anyone would want to do it I cannot tell you.

Probably "Power" or something. The Mario games aren't particularly creative in naming their power-ups.
