Yes, it is the fans. There is no universal law which says that one cannot be a racist while being a fan of football. I've seen videos where a good number of the people in attendance of an international football match started making monkey noises whenever the ball came in contact with a black player. To state that the troublemakers are all members of "local facist groups" is vastly oversimplifying and erroneoulsy classifying the problem of racism at football stadiums.
