I think it would be Canada, because almost everyone's friendly, there aren't any wars, and democracy is the preferred format of interaction. Also, everyone seems fairly concerned about health issues, so health care would be free.

If we're agreed on the British-style system, it seems to me that the classic oldbies like Raist would make ideal representatives in the House of Lords.
