EDIT: Are you talking about the ringtone that adults can't hear? I don't know if its use would fall under good or evil...it's interesting to say the least.
Im sure that this all makes sense to some one. Just not me....
its a cellphone ringtone that people under like 20 or something cant hear and kids use it for sending emails in class rooms with .

when it rings no teacher over 19 or somthing can hear it exapte the children my mom did it and my brother was telling her to stop and it effects animals like dogs almost like dog whistls
I'm guessing it's to do with certain frequencies; you see when we are born our frequency hearing range is from 20hz to 20,000hz. This gap gets reduced more and more as we grow older (as if our hearing is getting worn in).
So I'm guessing that at the age of 20, there are certain frequencies you can't hear as well as someone who's five years younger. Although I still don't see how this works properly, as there'd be a lot of exceptions...
Edit: BTW, I don't really see what you gain from having someone over the age of 20, not hearing your ring tone. If you were so desperate you could just put it on silent...

That's exactly what this is. I read about it like a month ago.
It's based on a technology that's supposed to keep teens from loitering, by bombarding them with this high frequency, but kids just got smart and started recording and distributing it as a ringtone so they could use it during school hours.
