If you are on disk 4 then go to the Shimmering Island(Or rather,used to be Shimmering Island) and use a dead pepper.Done.
really? aren't there supposed to be bubbles and a chocograph?

No! You just go where Shimmering Island used to be, and use a dead pepper (on the water where the Islands used to be).
