You have to go to Jidoor, to Owzer's and go through the stupid basement. It's a bit of a maze, but nothing too daunting. At the end of the basement, you'll see Owzer (who is really fat) laying there, and Relm will be painting a picture behind him. You gotta fight this stupid demon from the picture, and then you get an Esper (I think "Sraphim") and Relm joins up.
