Look at it this way: not every thread is successful. I've made several threads over the years that saw not even one post. If people aren't posting and voting, they don't like the concept or care about the concept enough to do so. Allow the thread to die gracefully and then MAYBE try it again after three or four months.
Three months?! No way! I'll restart this in about a week or so. A new thread.

No, you won't. If people aren't posting, restarting the thread won't help, and if you keep posting the thread I will continue to close and delete them. Continue to do so and you will be banned. We don't need someone making the same thread every week because people aren't interested in it.

Did you just post that to bump this thread to the top of the page, in hopes that people will get interested?
I think the thread might work if the votes counted for more than suggestions. Make a thread for the first group, make a poll with all of the contestants or whatever in it, then allow people 8 votes each. After the time has expired, have it closed, then make one for group 2.
