Enjolras never said that the non-complement was specifically blue. But which color wheel are you referring to, light or paint? Because the pairings are different on the two wheels.
On the paint wheel,
Red pairs with Green
Yellow with Purple
and Blue with Orange.
But on the light wheel
Red pairs with Cyan (a mixture of Green and Blue light)
Blue pairs with Yellow (a mixture of Red and Green light)
and Green pairs with Magenta (a mixture of Red and Blue light)
Thinging of this, I am stumped on the riddle still, but is it the heartless symbol?

It's not a location, character, characters costume or storyline event, and i'm refering to the paint wheel.
And although the answer isn't Riku, it does have something to do with him, in a minor way.
Hope that temporarily quenches your thirst for hints.
If someone doesn't get the answer before my next post, i'll give you the most important hint to solving this riddle.
