This rule means, no, you can not fill out an EoY. None of you are allowed to fill out or send EoY's to me, I just put this up here to mock you. GET OUT OF MY SIGHT, PEONS.
(Not really. Incase you wonder, yes, you can do this. Anyone who is a member of Eyes on Final Fantasy is elligable to fill one out and send it off, so don't worry about it. The more the merrier.)
