Quistis's best Limits are Shockwave Pulsar, Degenerator (for non-bosses), White Wind, and Mighty Guard.

Rinoa makes a nice magic user. If you're going to use her Angel Wing limit, then load her with Meteor magic, get her magic stat to 225, and watch her demolish everything in her path.
My friend Delzethin is currently running a GoFundMe account to pay for some extended medical troubles he's had. He's had chronic issues and lifetime troubles that have really crippled his career opportunities, and he's trying to get enough funding to get back to a stable medical situation. If you like his content, please support his GoFundMe, or even just contribute to his Patreon.

He can really use a hand with this, and any support you can offer is appreciated.

Where do I get shock wave pulsar, White wind, and might guard? Also, what does the angel wing limit break do?

How can you not beat Ulti? Seriously. Get Irvine and Zell (since they have multi-hitting Limits), summon Cerebrus and triple cast Aura and just beat the piss out of everything. Summon Doomtrain to make the fight even easier. If that doesn't work then your Junctions suck horribly.

Your levels mean nothing. You could have a level 8 party and still pwn Ultimecia.

Well I'm gonna level up just to be sure. And I guess I'll get all the GF's too. But I'm using Rinoa and Quistis, so I dunno what to tell you. I guess I'll just use Invincible Moon and pwn with Aura and Rezokuken. Oh, and Bahamut, too. And I'll have to get 100 megalixers too...

Have Rinoa use Invincible Moon and Angel Wing. Wishing Star is pretty good too I think. As for Quistis, definately Shockwave Pulsar, White Wind, and Mighty Guard. You can mod Bahamut's card into the 100 Megalixirs that you want.

Quistis will learn Shockwave Pulsar from 1 Dark Matter. To get that you have to have Siren at level 100, then refine 100 Curse Spikes into a Dark Matter using Tool-RF. Dark Matters refine into alot of other useful items like Shaman Stones and 100 Ultimas too. They are very useful. White Wind is learned from 1 Whisper. You can steal that from Adamantoises. Mod 10 Behemoth cards into 1 Barrier, that teaches Quistis Mighty Guard.

Modding the Gilgamesh card into 10 Holy Wars would be a good idea also, if you haven't done it already. Kiros's card can be modded into 3 Accelerators, which teach a GF the Auto-Haste ability.

That, and the Meltdown + Cerberus + Aura + Limit Break strategy should take you pretty far. When you get to Ultimecia's final form you can draw and cast Apocalypse on her. That will do some pretty nice damage.

As they mentioned, play an extreme ammount of cards before you leave for timber. Do this, and nothing really else matters, the game is a breeze, whether you level up or do whatever else stated.

Shockwave Pulsar is obtained from Black Matter, which is refined from 100 Curse Spikes by Siren's Tool-RF, but Siren must be level 100 to refine it.

White Wind is obtained from the Whisper, which you get by mugging an Adamantoise (those annoying turtles).

Mighty Guard is obtained from the Barrier item, which you get by mugging or defeating Behemoths.

And Angel Wing is essentially a Magic version of Berserk. You will lose control of Rinoa, but her magic attacks become much more powerful, and she will automatically cast any type of spell in her inventory. However, the magic she casts while in Angel Wing status will not reduce the number of that spell you have stocked. So load her up with Meteors, and watch as she unleashes total devastation on your enemies.

Thank you for stating exactly what I just said in my earlier post.
