To ride a chocobo and rent one, you need to be lvl 20 in a job, get 4 Gausebit Grass, and trade them one at a time to the chocobo in Upper Jeuno, once per in-game day (1hr real life time).
To Raise a Chocobo of your own, you need an egg, and that hasnt been implimented yet.
