It depends, at the beginning of the game Zack far surpasses Cloud because that he was in soldier but Cloud wasn't, but at the end Cloud is the stronger of the two.

Yeah at the beginning Zack is way stronger than Cloud but there is no way to really tell who would be the stronger of the two after the experiments Hojo did on them. Since Zack was stronger than Cloud before the experiments I would assume that he would be stronger after but then again the Jenova cells may not affect him the same way as Cloud so he may be way stronger or slightly weaker than Cloud. It is impossible to say really.

Well, since Zack is dead, I reckon Cloud is stronger.
Cloud at the end is stronger than Zack when he was alive if you wanted more clarification.

*omnislash* owned. Cloud at the end of FF7/AC would destroy Zack, mainly because Zack has been deadified for a looooooooooong time.

Yeh If Zack is stronger than cloud at the start, it only makes sense that that Zack would consistently advance his skills above Cloud. The only reason Cloud is better now is because Zack is dead. If Zack had the oppurtunity to gain 43536 different Materias and use the best weapons in the world. He'd be better.
