I'm assuming you are counting the Baku and the play as battles?
You can have the ability since you can steal mage Masher from Baku, but in the second battle you're in a play so you can only use the SFXs in the fight.

What happens if you get a Golden Chocobo before the Hilda Garde 3?
Nothing different happens. You can go anywhere you want. But I think that the castle on the Forgotten continent isn't allowed to be entered as it has some force field or something.

You can, I came close but decided not to because of what sometimes happens.

Well the game has a glitch and all the events that happen up to getting the Hilda Garde 3 skip (which also means theres a chance Dagger will be unable to concentrate for the rest of the game) and you do not obtain the Hilda Garde 3.
I know that was a hard one.
