How do u beat Storm Dragon?

Just make sure you have high magic defense on your party. With high enough magic defense the wind slash was only doing between 600-700 damage. After that it's easy.

Edit: All three characters were level 27; Edgar had 140 magic defence, while Celes and Setzer had 150. Also, the dragon is weak to Bolt. Additionally, I had running shoes on all of them to speed up my reaction time.
