Well, I don't remember if it says where he was raised though I would assume Midgar, but he was raised by Gast and Hojo basically. I believe the UOG mentioned something about it, but I don't remember where. You'll have to go looking for it yourself. It talks about Sephiroth having to take sword lessons when he was fifteen or something like that, if memory serves, and that Hojo and Gast watched over him during this time.
