They probably blocked certain ISPs or non-jp IP addresses, changing your browser language won't fix it. They probably don't want to waste their bandwidth on users that aren't going to buy it. Maybe they blocked americans because so many were accessing their site, because I can access it just fine.
If you really want to enter the site, your best bet is using a japanese proxy server to access the web. Then the site will think you are in Japan.
Also, just about every popular web browser can display japanese fonts. It all depends on whether or not you have japanese language support installed on your machine. It's not installed by default in WinXP, but it is on the CD. For Win98, you have to download east asian language support from MS' website, as mentioned earlier.
