If you'd read his post you'd realise he already has the Sigil. He needs the weapon.
Race against the Chocobo Trainer again and beat her. Then go straight over to the narrow passage to the north, the one the guard was blocking, and he should be gone. If you leave the Calm Lands after winning the race and before getting the Caladbolg you'll have to win the race again.
