I'm sorry, but that's the most naive thing I've heard in a very, very long time. If someone shot a nuke, we'd shoot nukes back. Eventually both countries would be craters. A nuclear weapon does not "just make a dent," on any terms. I don't suppose I have to remind anyone about nuclear winter, either.
