It's called that because it was invented when Hootenanny was posting crap while drunk.

It seems incredibly stupid to create an entirely new user group for something that could easily be achieved through temp-banning people.

Making a new user group takes about thirty seconds, so it's not like we went far out of our way. And "Drunk Tank" specifically entails that the member in question is not currently in his normal state of mind, whether due to alcohol or otherwise.
