Well i took him out with the party of: Zell lv 62; Squall lv 83 and Selphie lv.59 all of them had 9999 except for Selphie.But the level of your character doens´t really matter it the junctioning which is important so make sure you have good magic junctioned to your hp and streght and take on Jumbo Cactuar like i said, if you use Zell and Squall limit break you should defeat him before he runs away.
