In my opinion I believe Quina to be asexual--neither male nor female. As no "female" Qu's were introduced in the game. Also--and correct me if I'm wrong--I don't remember Quina ever mentioning its parents.
As Qu's are native to swamps, it is my belief that they lay some sort of egg, as the majority of swamp-dwelling creatures do. Also, as far as a form of "mating" goes, evidence--not proof--lies in their affinity for eating. As the body's most basic needs include sex, eating, and shelter it would make sense for eating to become more favored if one could not mate. Like mating and exercise, eating causes the body to release into its system endorphens and other pharamones and chemicles which produce positive and euphoric feelings...which is why people binge when under stress or depression.
But then again, maybe I'm just over-analyzing.

It is possible that they some point naturally lay eg. Eggs and then appear more Qu or maybe they use mist to do so.
I have had Zidane block for Quina, but in the game they call Quina either a s/he or him, so I think it's a male.

Quina is a girl, beacuase SHE was blocked by Zidane, and if they made a remake of FFIX for PS2 or PS3 (DO IT SQUENIX!) SHE'D have a fat bizarre female voice, i bet. Quina is a LADY!!!!!!!!!!!!!!!!!!!!!!! SSSSSSSSSSHHHHHHHHHHEEEEEEEEEEE!!!! I always reffered to HER as a SHE!
Let's look at the facts for this:
Quina can wear Tiaras. Only female characters can do this.

Lamia's confusion spell, I'm pretty sure, only affects males, as it's a type of seduction thing. I have had Quina be affected by it.
there are several times when they refer to Quina as a him or he instead of s/he.
According to previous posters, Quina has been Covered by Zidane.
So obviously the answer is confusing, it would be easy to just assume it has no gender, although Qu's should have gender as Vivi referred to Quan as Grandpa, not Grandma or grandp/ma...
One interesting note is that Gogo in FFVI was referred to as the same way, its sex was unknown.
