Once you have control of Sabin, one Pummel will defeat Vargas. Just select Blitz, and press left, right, left, then press the action button.
If you're having trouble with Pummel, which is by far the easiest Blitz, then you are really going to have a hard time with his other ones.
Bantam, you don't have to take out all of Vargas's HP, just about 1400 and you win.
gyrus, I'm pretty sure there isn't a time limit for executing Blitzes.You just have to put it in right.
