The forest near Easterly for exp and the Jachol cave for AP.
But really, you can move on if you're in the late teens or early twenties. Levels aren't as important as your job/ability combinations and strategies.
AND WHATEVER YOU DO, DO NOT ENGAGE IN BATTLE WITH THIS MONSTROSITY!!!:
in the easterly forest you fight groups of up to six mini dragons. they are not easy and can do over 100 damage to each party member but after a little while you shouldnt find them too tough. you get about 1250 EXP by winning a battle against them. they are probably the best experience in world one.
