Photoshop is the best graphic design prog, and with it comes imageready which you can make animated pics with.
but I know many people who use Gimp and produce great sigs, it all depends if you like what you are doing and whether you are having fun making sigs or no.
PS is not free but Gimp is.
Imageready does animations? Sigh... why have I never opened it before. -_-. Anyway, you can probably uhm, *cough*download PS*cough*.
If you can affoard a copy buy something called
"photo impact" It's a beautifull tool and it'll get the job done. It shouldn't cost too much money.
