Do Doom Dragons spawn anywhere on the world map or in a dungeon, or are they strictly Colosseum monsters?
I think I saw one in a Desert area near Figaro castle

Those are Black Dragons.
Encountering a Doom Dragon there would probably make you just not want to play anymore.
I think you can encounter them in Kefka's Tower.
Do you mean Doom Gaze? They are scattered throughout the world, you'll just have to drive your Falcon all over the world (Just move it like you want it too).

After looking at my Strategy guide, it seems Doom Dragons can only be found at the Colisseum

According to GameFAQs, it can be found at Kefka's Tower (even in groups of 2[!]). I will look into this.
