I'd say the BTK killer was also pretty bad, he was pretty disturbed, and the follow up with his arrest nearly 30 years after all his killings was crazy...

I usually find myself more dismayed that someone could be stupid enough to categorize their crime with hard evidence than the crimes they actually commit.

I will presume, however, that you do not mean worst in the sense of most incompetent, but rather in terms of most evil/prolific.
