Against, as deplorable as it is, he doesn't even come close. Serial killers are both evil and terrifying, but they are a very far cry from the worst criminals in Human history.

I agree with all the evil dictators and such. But seriel killers are just as bad IMO. If you take people's lives you're all in the same boat and should be shot. (Not soldiers that are fighting for their country, unless they commit war crimes)
