If you mean "how do I power up the cloudy mirror", then you need to go to Macalania Forest and follow the "shiny path" that goes above the trees. Part of the way along you'll find a plant off the path. "Talk" to it and you'll activate the mirror. This is needed to access some components of the Celestial Weapons.
