Gandalf isn't even really a life form. He's one of three gaurdians the Valar sent to watch over their creation and guide it. His magic comes from the divination of the gods. Yoda is a lifeform and capable of manipulating the force, which is basically magic. Yoda would win.
Yoda might have been duped by Palpatine's show, but Gandalf was just as blind to Suaramon's unwillingness to do anything about the ring because he had been studying it for his own personal gain for years and years and years.
