Faye Valentine, although all the main Bebop characters are very compelling.
It's not an anime (yet) but I think Yagami Light from Death Note definitely has some qualifications.
Really though, there are a lot of good characters and a lot of not-good characters. I'd have to give it more thought.

Hmm...
Well.. My favorite Sailor Scout's when I was little were Jupiter and Neptune.
As for anime's I've seen now..
Saber and Shirou from Fate/Stay Night. (Which is odd because Shirou's the awkward boy I normally hate in Anime's)
I like Al better than Ed in FMA, but Greed is the best chara in FMA second to Hughes. (BECAUSE THERE IS NOTHING WRONG WITH LOVEING A FAMILY MEMBER OBSESSIVELY *<3's her neices to death and if anyone does anything to them they will be hurt a very painful ... pain BECAUSE NO ONE WILL EVER TREAT THEM BAD. >=O)
Oh well... Gotta always go with Orochimaru 'cause I <3 snakes.

My favourites change from time to time, usually because I get a new awesome anime series..
Therefore my current favourites are Ichise and Ran from Texhnolyze, as well quite a lot of the other characters from it, like Shinji and that dude that leads the Organo (I bet thats spelt wrong, but im going by how it sounds..)
