Not as much as other Gems, but still kind of useful.

Arreat Says: rerolled Rare items

3 PSkulls + SoJ + Rare item = socketed rare item.
1 PSkull + SoJ + Rare Item = rerolled Rare item, but the item level is reduced (suckier mods)
6 PSkulls + Rare item = rerolled Rare item

And some other, not so useful things.

Gems, adversely, are used to upgrade runes, reroll magic items, and are alot more useful. +Resists on Shields.
