I'd say it's a bluff. If companies like SquareEnix actually had the power to remove files from P2P networks, piracy simply wouldn't exist in the mass it can be observed at the moment. The whole point of P2P is that shutting down a single server doesn't do a thing to the whole, leaving the users cloaked and the files still available.
Quite a number of games actually appear in P2P before the official release. Most of the, as far as I know, are fakes with pornography and viruses replacing the actual content. Thus despite the fact that I didn't download the game, nor checked the torrent networks for its availability, I'm most certain that it's still out there and that its numbers are multiplying. Such is piracy and there's nothing one can do about it.
