When all is said and done (the catcher has the ball), the man calls for help (the umpire), but when the officials arrive the thief incurs no penalty (the umpire calls him safe). What happened here?

Oh!!! I just read the riddle again and think I have it! They were a quartet on the side of the road. The scores are what threw me off, but then I realized that it was referring to scores of music. I think...I could be wrong though.
