I was wondering has there ever been a video game plot that's similar to the plot in the 1993 film The Fugitive? That would be cool if you could play a doctor who was framed for his wife's murder and you're running from the police while trying to solve the murder at the same time.

It's not the same at all, but in Fahrenheit you're framed for murder and you have to run away all the time.
