Not really, most of what happens in CoM in mentioned in KH2.

Everything in CoM is explained in KH2 so no it is not important. However since it is coming to ps2 we should all get it anyways to refresh the kingdom hearts of our brain.
It's not necessary, but playing KHCoM, you'll get a much clearer view of things than the one you'll get just by their explanation in KH2

I disagree. It was a pain in the ass sometimes, and it wasn't 'till the third world that I figured out what I was doing, but I found it to be rather entertaining. Of course I'd have preferred a normal action rpg, but I was not disappointed by CoM.
And playing CoM first will make you a lot less confused in the game.

As said before, no you do not need to have played KH: CoM, but if you are wondering what you are missing, there is a video called "Skies of Memory" Basically it goes through the whole game, it is about three hours long. I believe you can find it on YouTube.
