how do i get the last limit breaks

You have to find the the 4th level imit break item for each character and once you have the other 6 limit breaks, 2 per level, learned, use it on the character and they learn level 4.

The exceptions to this are Vincent and Cait Sith. Vincent has only one limit break per level. Cait Sith has only one Lv1 and one Lv2 limit break,

How do you gain new Limit Breaks? Just use your current ones often?

To gain new Lvx-1 limits you need to kill a certain number of enemies. To gain new Lvx-2 limits you need to use the Lvx-1 limit over and over.
