Oh god, you don't need to level to the maximum level in any RPG do you? You most certainly don't need to level to 9,999 in any Disgaea game. Maybe if that reviewer could write a review with proper grammar I'd take him more seriously.

Edit: I don't enjoy how the reviewer seems to think FFT is the be-all standard for SRPGs either. I mean, yeah, it was a wonderful game, but all SRPGs are going to be different and shouldn't be faulted merely because they didn't 'live up to the standards of teh FFTz.' *sigh*
