How the hell do I have General Caraway play cards?
Alright, I read this Card Guide, and it told me I have to play against Caraway in order to get the Rinoa Card.
The catch is, HE NEVER WANTS TO PLAY!
He just walks around babbling forever about the Deling City assassination mission, and then he walks away and doesn't react to anything at all, not even regular conversation.
(SPOILER)At the end of the disc, he dies, so I obviously can't ask him afterwards.
What should I do?
And no, I didn't find anything on GameFaqs.
Caraway DID NOT DIE, just go find him in his mansion.

You have to lose the Ifrit card to him for him to play Rinoa. Get Ifrit back from Martine later on at FH.
LOLZ, Prez Deling got owned by EdeN. (No joke, Eden's attack was Eternal Decay or whatever).

I don´t know how far in the game you already are but if i remember right you can return to Deling City and challenge General Caraway to a game of cards by asking him about cards.
He will tell you that he has the Rinoa card but he will only use it in a game if you lose the Ifrit card to him.
So to make matters easy make sure you don´t have the random rule or it can turn into a big pain to lose the Ifrit card.
After you lose the Ifrit card and challenge Caraway to another game he will use the Rinoa card and you have to defeat him which is pretty simple given his cards suck.
Then go the Fishermans Horizon and win back your Ifrit card from Martin who is standing near Mayor Dobe house.
You should do this little card quest right after you´re able to get control over Balamb Garden.

actually you can get rinoa's card before you actually gain control of the floating garden. If when selphie leaves with 2 party members to go to the missile base she's driving a truck. If you just ignore the missile base for the time being you can drive to Deling City and go play Caraway then to get the Rinoa card. This means as soon as you go to FH for the storyline martine will hold Ifrit meaning as soon as you wipe the rules to a satisfactory standard Martine is very easy and will generally play the card first time every time.
Yeah, wtf.
