What do you usually say in a usernote? In my own usernotes I usually write stories or satirical meetings of my Church. In other people's usernotes I usually make complimentary or humorous comments about the user.
What is the function of usernotes? Like Alive-Man believes, I think that primarily they're a form of communication. I would add that it's less formal and private than Private Messages.
What do people usually say about you in a usernote? It's usually something Vincent related or God related.
What constitutes as a good/bad usernote? As long as it's not meant to be insulting it's good.
