Also note that some people that over hear will tell you to be quiet and cause you to lose notority. Just find the right people and it will go fast. It works inside shops too.
Look for townspeople called City Parijanahs. Putting on the act in front of them will raise your notoriety by roughly 25% each time. And I think it's only Bhujerban Sainikahs who rat you out, so avoid them. You'll get it done in no time if you just keep those two types in mind.
Yeah the one's who raise your noteriety a lot are the characters who look like they are holding a blue book in their hands and staring off into space.
If you see someone wearing a helmet like a guard...don't bother. It will lower your noteriety down big time.

Also, anyone who you can talk to may listen to you. Anyone who you can't talk with will never listen to you (at least from my experience). You may just want to get the parnijakahs (or w/e) attention, but beware, oft there are those pesky guards nearby...
