Here the problem, i stuck with those 4 Bounty Hunters(the ones that kidnapped Penelo and search for Balthier) and i get defeat them or reduce their lifepoints anyhow.... is there a trick or something?

Just run away. It's not worth fighting them. You don't get anything from them anyway, except for a bit of LP I think, but it's not like you can't easily get LP elsewhere.
Yeah, you don't need to power level to the teens like I did. ;__;
Yeah running is the best option, but they are not impossible to defeat; just...tough.
You'll also run into a creature later on in the game once you go looking for teh Dawn Shard, that you should run away from when giving the option. I won't go into any further detail though. ^_^
