Maybe I was overreliant on quickenings, because I was underleveled, but I got pretty much every character a quickening (even the ones that aren't in my main battle party) and just unleashed them on him in chains. I'd switch out the ones who've used the quickening for ones that haven't and then by the time I finished all that, Belias was dead/really near death. Good luck!
