Without destroying the city?Lunar Cry impacts the ground. Given sufficient force, it could cause an earthquake, loosening a seaside structure and causing it to fall into the sea, if, indeed, the cry is the cause.
Lunar Cry should destroy that city into ruins if that the case but you can see many buildings in DSRF are almost intact.
"turn a city to ash" that is only a metaphora.Though, I have no idea why you would think an impactor would necessarily turn a city to ash, especially since it left several ruins mostly intact, and since when we saw it during the course of the game, there was nothing involved but repeated Kinetic Energy transfers.
