Whoa... dude, you do need some levels. Balthier's magic power is actually pretty low, so I don't recommend magic for him. Fran is good with magic, though. Just give Basch a hammer/axe and some armor and he'll own.

A good place to level those guys is probably the Lhusu Mines. Just go to the second bridge and start chaining Skeletons. You get tons of loot and xp.

Anyone can be good with magic given the proper licenses. I don't understand how you can conclude that Balthier's magic is low or that Fran's is high unless that's the way you specifically assigned their licenses to be.

Yea.
Everyone has the same stat. Just the appearance is different.
No on is stronger or weaker.
If all your character's license board is full, you can see they are all the same.
