I believe there are certain times where you ought to say 'I love you'. Any more than that is situation dependent:

behaviourally I agree with devil man (I never say I <3 you to people any more), but the way he phrased it should never be stated. I'm curious as to whether this is indicative of how you treat women, and if you don't treat them with respect, even saying 'I love you' won't bring them back.

First of all, she should know you already love her without having to say that all the time.

Secondly, you should be able to present your love in better ways than "I love you" every two seconds. The relationship has to be deeper than just "I love you" for it to last.

Let her know in other ways, and maybe say those words once a month.

I love my girlfriend. She knows it. I finally told her a few weeks after she told me. Now, I say it the most when she says it to me. She brings up the fact that I rarely say it first from time to time. On average though, I probably say it around 6-10 times a day, as replies to her saying it.

I personally believe that it needn't be said as much as I say it. She knows it is true, I know it is true. Simple as that.

Though, there are always those moments when I am just feeling so good, or she has lifted my spirits so high that I just must tell her and the world how much she means to me. Those would be the times I say it first.

All I need to say to get some action is "I want it." I am just to arrogant to ever say it, so I have to wait for her to want it too.
