I found an interesting program that makes a mosaic of one picture using a selection of other ones.

It's called AndreaMosaic, and it's freeware. It's very good, but it can be a drain on your computer's resources if it's making a mosaic with many tiles in it. And it can be a little difficult to use, but that's nothing a little trial-and-error doesn't solve.
